When you rent through an agent in Abuja, you will usually be asked for three things on top of the rent:

•             Agency fee (commission): paid to the agent who found the property and arranged the letting. It is a one-off payment, not yearly.

•             Legal fee (agreement fee): paid for preparing the tenancy agreement. It is usually collected by the agent on behalf of the landlord’s lawyer.

•             Caution fee (caution deposit): a refundable deposit the landlord holds against damage or unpaid bills. You should get it back when you move out, less the cost of any damage you caused.

Some landlords also ask for a service charge (for security, cleaning, waste and shared generators in an estate) and sometimes an upfront electricity or water deposit.

There is no law in the FCT that fixes these fees, so they vary. What most tenants are asked to pay is:

Charge

What is common

Paid when

Agency fee

Around 10% of one year’s rent (some agents charge 5%)

Once, when you take the property

Legal / agreement fee

Around 10% of one year’s rent (some charge 5%)

Once, at signing

Caution deposit

Often 5–10% of the rent, or a fixed amount

Once, refundable

Service charge

Fixed yearly amount set by the estate

Yearly

So for a flat at ₦3,000,000 a year, a tenant paying 10% agency and 10% legal fees would need about ₦3,600,000 before any caution deposit or service charge. That is why it is important to ask for the full breakdown before you agree.

Rent levels themselves keep rising. A 2-bedroom apartment in Lugbe averages about ₦3.8 million a year in 2026, and about ₦4.5 million in Kubwa, so the fees on top of rent are now a large sum on their own.

Is the agency fee negotiable?

Often, yes. Agents in Abuja do accept less, especially:

•             when the property has been empty for a while;

•             when you are renewing or moving within the same estate;

•             when you found the property yourself and the agent only handled the paperwork;

•             when you are paying for two years.

Be polite but direct: “Can we do 5% agency instead of 10%?” The worst they can say is no.

Renewing in the same house? You normally do not pay agency or legal fees again. If the landlord wants a new agreement, the legal fee for a renewal should be much smaller. Ask for this in writing.

Charges you should question or refuse

Some charges have no good reason behind them. Be careful with:

•             Inspection fees paid upfront to someone you met online. This is the most common rent scam. Read our guide on how to avoid rent scams before you pay anyone.

•             “Form fees” or “registration fees” before you have even seen the house.

•             Paying the agency fee to a personal account when the agent claims to work for a company.

•             Two agents each asking for full commission on the same house. One letting should attract one agency fee.

•             A “legal fee” with no tenancy agreement. If you pay a legal fee, you should receive a signed agreement.

How to pay the fees safely

1.           Inspect the property in person and meet the landlord or caretaker if you can.

2.           Ask for a written breakdown of rent, agency fee, legal fee, caution deposit and service charge.

3.           Pay by bank transfer, not cash, so there is a record.

4.           Pay rent into the landlord’s account (or the managing company’s account), not an individual’s personal account.

5.           Get a receipt for every payment with the property address, the amount and what it is for.

6.           Do not pay the full package until the agreement is ready to sign.

Use verified agents

Most fee problems come from people who are not real agents at all. On HouseTracker, agents upload their ID before they can get the Verified badge, and you can report any agent who asks for suspicious payments. Find a verified agent or browse homes for rent.

Frequently asked questions

How much are agency and legal fees in Abuja?
Most tenants are asked for about 10% of one year’s rent as agency fee and another 10% as legal or agreement fee. Some agents charge 5% each. There is no fixed legal rate in the FCT, so it can be negotiated.

Do I pay agency fee again when I renew my rent?
Usually not. Agency fee is paid once, when you first take the property. If the landlord prepares a new agreement at renewal, any legal fee should be much smaller.

Is caution fee refundable in Abuja?
Yes. The caution deposit should be refunded when you move out, minus the cost of any damage beyond normal wear and tear or unpaid bills. Make sure the agreement says this.

Should I pay an inspection fee before seeing a house?
No. Never send money to see a house to someone you have only met online. Inspect first, confirm the landlord, and pay only when the agreement is ready.
